Berlin Principles on Ranking of Higher Education Institutions

Rankings and league tables of higher education institutions (HEIs) and programs have evolved into a global phenomenon with multifaceted purposes and impacts. They respond to a growing demand from various stakeholders for easily accessible information regarding the status and performance of HEIs. These rankings not only facilitate competition among institutions but also influence the allocation of funds and aid in distinguishing among different types of institutions, programs, and disciplines. Moreover, they contribute to the definition of "quality" within higher education, complementing the rigorous assessments conducted by accrediting agencies and other quality assurance bodies.

Recognizing the significance of rankings in the framework of national accountability and quality assurance processes, the International Ranking Expert Group (IREG) was established in 2004 by the UNESCO European Centre for Higher Education (UNESCO-CEPES) in Bucharest and the Institute for Higher Education Policy in Washington, DC. Building upon this initiative, the second meeting of IREG convened in Berlin from May 18 to 20, 2006, to deliberate on a set of principles aimed at ensuring the quality and good practice in HEI rankings—the Berlin Principles on Ranking of Higher Education Institutions.

These principles serve as a pivotal framework guiding the production and dissemination of rankings—whether at national, regional, or global levels—with the ultimate goal of fostering continuous improvement and refinement in ranking methodologies.
